Sounds like a joke, doesn't it? I found the phrase in an email from Amazon "Please be aware that items in this order may be subject to California's Electronic Waste Recycling Act. If any items in this order are subject to that Act, the seller of that item has elected to pay any fees due on your behalf."

So, I Googled it.

I still wasn't sure WTF until I got to the phrase 'electronic devices'. NOW it makes sense.


But the email was in regards to a paper book, so perhaps my incredulity can be explained.
